n: a congressional act that implements Annex V of the International Convention for the Prevention of Pollution from Ships (MARPOL). Under the provisions of this act, all ships and water-craft (including all commercial and recreational fishing vessels) are prohibited from dumping plastics at sea. The law also severely restricts dumping other vessel-generated garbage and solid waste both at sea and in US navigable waters.
